In August 1934, His Majesty's Government,
through the diplomatic representatives in the
various capitals concerned, addressed enquiries
to the French, Belgian, Italian, United States,
Japanese, Czechoslovakian, Swedish, Spanish,
Swiss, Polish, Danish and lorwegian Governments.
From the replies received it appeared that the
attitudes adopted by all Governments except the
Belgian, the Swiss and the Japanese, were wholly
satisfactory, in that they indicate unqualified
compliance with the Chinese Government's
regulations. The Japanese Government require
a "lluchao" issued by the Chinese Central
Government before permitting the export of arms
to China, but refuse to require the Chinese
::inister's counter signature.
The Swiss
Government stated that there were no regulations
in Switzerland controlling the manufacture and
trade in arms, and that the authorities had
only been able to inform certain private firms
of the Chinese regulations.
The Belgian
Government stated that they would only consider
